Many people still read manpages. They are considered so important that
Fedora packagers are encouraged to write them when they are missing,
and somebody found it worthwhile to implement that check in RPMlint. In
Debian I think they're required.
Personally I use project files instead of gtkada-config, and all our
packaging in Fedora is based on project files, but as long as
gtkada-config exists I'd recommend to keep its manpage.
