ANNOUNCE: gtk-doc 1.16

 o gtkdoc-check can do more checks, one might need to update Makefile.am from
   the examples/Makefile.am

 Changes

Unfortunately that release is borked. The out-of-srcdir patch went in and was
not ready. I have spend the lots of time in the recent evenings and believe it
works now. I'd appreciate testing git HEAD so that I can release a 1.17 next
weekend.

For packagers, you can revert this git commit to get a useable release.
